Since there wasn't enough clearance to maneuver the bolt into the hole when the outer washer was on the bolt, I taped the washer to the pulley with masking tape. Then I attached a "tail" to the bolt using masking tape - taping to the bolt head. This gave me something to catch when I dropped the bolt, rather than get down under and search the nooks and crannies. The car had already swallowed the original bolt.
Eventually the "tail" wadded up into a ball which I used to hold the bolt in place while I wiggled it around until the threads caught. If there is a next time I will take a grinder to the first couple of threads to ease the task of aligning the bolt into the hole.
FWIW, the "Febi Bilstein" pulleys offered by eEuroparts were absolutely identical to the ones I removed, while the box said "Ruville". They also said "Made in Germany" although one of the bearings was made in Great Britain, I think by "NTN", a Japanese company.
