You may have the two hoses on the left side of the valve crossed.
I replaced my coolant bypass valve a few weeks ago, between the hot weather we've been having, and the car sitting while I ride the bike, I really haven't had a chance to make sure that mine works correctly.
I posted a question back then about the vacuum hose, never received any response.
Do you remember if the hose that connected to the top of the valve body was the same hose that connected to the electrical connection below the valve? That makes perfect sense, and that's how I hooked mine up, but when I looked at my daughter's '99 for reference, it is plumbed differently. I suspect that it is messed up, as there is an unconnected hose (or two).
