I have the same issue on my 2000 AERO. I bought the car used in 03. It had 35k miles on it at that time.
Usually the boost guage goes to about 3/4 of the yellow as the picture below shows. It's been this way since I bought it. There was one time last summer that I stopped to get gas, and when I was accelerating back onto the highway, the boost topped out at 3/4 yellow (as it always does), then about 2 seconds later (with no change in accelerator position) it jumped up to just over the red line, and acceleration picked up dramatically. Then for about a week, when I would accelerate it would go up to the red line. Ever since then, it's been back to 3/4 of yellow.
I havn't tried replacing any parts yet, so I don't have any suggestions for you, however, I will be watching for any outcomes on this.
