If your engine was turning 3000 RPM at 70MPH indicated, that's your problem right there. You probably weren't in top gear or the torque converter wasn't locked up. The tach vs speedo relationship is fixed regardless of the tire size (ie mph/1000 RPM is the same - somewhere around 30mph per 1000 rpm).
Perhaps with the smaller tires, the transmission can run in top gear at 70 indicated (which is SLOWER than 70 due to smaller tires...) whereas with the larger tires it downshifts or unlocks torque converter in order to maintain 70 indicated (which is FASTER than 70 due to larger tires...)
This would only be the case if your highway drive is 'difficult' - eg. uphill, towing, windy, etc. I can't see a situation where you need to downshift to maintain 70 other than that.
Your SID mileage will be optimistic with smaller tires, since your actual speed is lower than indicated, and your actual distance travelled is less than indicated.
I use 195/65R15 Nokian WR as my winter tire - works just fine but the speedo is off by about 5kmh at 100kmh...
