I asked the same thing on my indy (Lancer Auto Service in St. Paul btw). They said that the 99 sedan doesn't need it at this time. (No leakage just like your guys said). As I have other work needed on the car and since its not under warranty I haven't done it to date.
For the record it has had the following done since I bought it:
New Fuel Pump,filter, line, clip.
New DIC
New Tires (now Nokian WRG2's, what an amazing tire!)
Doing the Service Theft alarm fix
New Short belt, tensioner,pulleys.
It still needs:
New Cat-back exhaust
SID repair
Possibly new blower motor.
New trunk struts (hard to lift trunk wide open).
