Seeing as you're paying $12k for a car that originally sold for $40k, I wouldn't worry to much about Saab's crazy depreciation. The previous owner(s) have taken most of the hit. Keep in mind though that once you get over 100k miles and beyond it's going to come down some more. Definitely make sure the belt AND tensioners are okay (replaced). And check for blue smoke when you start it up and after accelerating. Find a nice spot where you can really PUNCH it in sport mode. Get up to 60ish and let off the gas quickly. Look in the rear-view for smoke. I'd also recommend taking the intake boot off right before the throttle body and see how much oil is in there. If there's just a slight coating, it's somewhat normal. If it drips out you've got $1500-$2000 turbo problems. I attached a picture below from right after my turbo was replaced and there was still oil in the boot. That's something that would be CPO so keep an eye on it. Other than that what others have been saying is pretty much dead-on. Good luck, and I hope you buy it!
