I would go with 2003 only if it offered vented seats and xenon headlights, which are the only things I'm missing in my 2000 SE V6 Wagon. Plus, you said that 00 has verified that belt AND tensioner were serviced (a MUST), while on 03 you only said that required maintenance was done (which at the dealer involves timing belt but not tensioner). In either case i would make sure (ie. read maintenance receipts) that both were replaced, or else you will have to to it after you buy (failure is almost always due to tensioner, not the belt, replacement of both approx. $700).

And about peak years for 9-5 - I have to disagree. In my opinion the best cars came in 2000 and 2001. The best quality leather, the nicest wood interior, and all possible little thingies here and there (weather band, umbrella holders, cornering lights, cool little headlight wipers <very saab, I love them>). There is also NOTHING wrong with 4-speed auto. I believe that 5-speed is unnecessary complication just to "keep up" with the market (at the time when Mercedes puts 7-speed auto, and I think I heard someone else is putting the 8... how about 17? :P). The only thing that 00-01 cars lack is xenon headlights (but the halogens have plenty of power with clear non-scratching glass lenses instead of plexi which started in 02), so like I said it might be a reason for me to go 03. Otherwise, you'll love the 00 just as much :D
