It all depends on how long and hard you want to fight and how many dealers you are willing to go to.
As you have found out, it is no intelligent people hired to run customer service but only good talkers (BSrs) that can stall and wiggle and do whatever it takes to wear the person down and make him go away and still make him feel good.
How can you argue with a person that doesn't even know that the timing belt and cam belt is the same thing.
No dealer wants to do just the timing belt for free but some dealers here and there are more customer oriented and see a potential happy customer that might come back later so they do it anyway.
Back at the time of the NG900/9000 with the V6 engine it was the same scenario with some dealers doing the belt for free (35, 65 and 95K service)and some dealers refusing if they were not allowed to do the whole major service at the same time.
I doubt it is any written procedures penned down by Saab but they let all dealers do whatever they think is right.
That's why you can get a whole bunch of different stories depending on how many dealers you check with.
