It would be a good idea to measure the battery voltage first, as you suggested. Jumping rules are the same, but make sure your booster battery is fully charged. Leave it connected to the car battery for a while before you try to start the car, so it can restore some charge. Once it starts, the car will charge both batteries in parallel.
If your multimeter has current ranges, you can use it to check for sneak loads as I suggested. But be careful--start with the highest current range (there may be a separate jack for it) and make sure the car is NOT running and everything is turned off. I think the main fuse is one of the big ones under the hood; I don't have a shop manual yet.
