The roof rails for the 9-5 wagon are bolted through the body. You will need to remove the headliner to access the bolts/nuts, and then a body shop to plug the holes.
On the 9-3SC however, the optional roof rails are attached externally and can be removed. But even with this mounting method the owner needs to purchase (and paint) "non roof rail" trim strips to replace the factory installed "with roof rail" trim strips.
