Well the tech does not have to remove the valve cover to check the tensioner extension, in fact I don't think it can be checked that way. I had to take the engine mount brace off and the upper pulley and screw out the tensioner to check the measurement.
I do agree on your comments regards the timing chain, I was surprised when I had to replace mine - my oil changes were Saab semi syn and mobil 1 every 6 k miles. Folks on this site said it must be sludge or poor quality oil, but I do not believe it was either as I pulled the oil pan and saw 15% maybe 20% of the screen clogged with small particles, all else was clean. Swedecar has also posted that he sees a good deal of stretched chains on these engines.
So I cleaned things up and rolled in a new timing chain, really not that hard of a job, I've done them before. I left the balance chains as is.
But you cannot afford to sit on a noisy tinming chain, it can get worse quickly and wear the guides and the sprockets.
