You sort of definitely need a valve there, haha.It might be worth going to an auto store and picking one up and sticking it in there. They are not Saab specific. You may also want to think about replacing whatever vacuum hose you say is almost collapsing. The valve you are describing is unrelated to the PCV system. Did you reseal the valve cover gasket after opening up the PCV system? Also, my 9-5 V6, which I believe is functioning properly does not have noticeable vacuum at the oil fill tube at idle. You cannot feel it by putting your hand there. I was concerned about this a while ago and put a plastic bag over it with a rubber band. Luckily I could see the back start to get sucked in as the engine started and I was able to shut it off right away before the bag got zinged into the camshafts. That would have been an embarrassing trip to my mechanic. I would get a valve in that line like I have pictured below, and redo the valve cover gasket seal and see if that solves it.
