Your theory makes sense based upon Saab recommending one, then two, and only now three shims. I wonder if they did any testing for the increase to three shims or if they are just chancing this. If you are right and more cars use the shims, someone will have a problem eventually.
Do you think the thicker shims are better or worse in terms of slipping? I guess they are better if you can use one thicker one instead of two thinner ones. The same logic would apply to a thick an thin together instead of three thin.
Are the Saab and GenuineSaab shims similar with regard to smoothness?
