Is the dealer the only place that can fix your car?

All those prices are about double what they should be. No reason to take a car to a dealer once it's off warranty. Find a good independent Saab specialist or learn to DIY.
PCV - $60 plus installation. Needs to be done.
Key not accepted - more likely the transponder ring or bad key. Lots less than $700....
Rattle - could be anything from a dying accessory (like your PS pump) to a dying timing chain - might be able to roll in a new one for a few hundred if that's the problem.
Rear shocks - anywhere from $40 to $90 each, plus an hour or two to install.
SID - lots of rebuild services available.
Service theft alarm - unplug the alarm, and clear the STA alarm message each time you start the car. Free.
No reason to abandon it at this point as long as major mechanical components are still OK.
