The brushes need to "seat". What is done with very large motors, think locomotives: Sand paper is taped to the commutator and it is then rotated until the brushes develop the right curve all across the face. The sand paper is removed and the motor is run on a "seasoning" stand to allow the surface of the commutator and brushed to burnish each other. They also used to press hard maple blocks against the commutator for heat seasoning.
I have seated brushes on small motors with some fine sandpaper.
Once brushes are seated, they should not move to another location.
