The cavitation described is a situation where you’re making boost and rapidly close the throttle body, all that flow through the intake tube is stopped and backs up into the turbine stopping it this can damage the throttle body and turbo if boost is high enough. You here in older rally car videos, kind of a whoop-whoop-whoop sound between shifts.
The bypass valve prevents this by bypassing the flow back to the turbo inlet keeping the turbo spinning. From the WIS The valve you are asking about controls boost/vac going to the bypass valve.
