1. Fuel pump is not at the very bottom of the tank. See this drawing: http://www.aa1car.com/library/returntype_efi.gif
2. Automobile is not a stationary application, so the pump can be partially exposed in the air (and uncooled) even when there is enough fuel to submerge the pump if the car were stationary.
3. Less elevation for the pump to work and overcome when the fuel level is high instead of being low.
