it's only one variable, and perhaps only slightly worse than a 2000.
Most would agree that by 2004 the PCV issue was corrected, significantly reducing sludge potential. (Don't quote me on the 2004, if wrong, someone will correct).
But there's a lot of very good 9-5's out there built before 2004, and a 1999 9-5 is still a great car.
My daughter's 1999 SE(4) was overall pretty reliable.
Is it a 2.3 or the V-6?
If V-6, you're looking at timing belt due at 120k miles.
Some things were changed mid-yr 1999. You might check the VIN and see how that compares. Look for rear-brakes on-line. If this one is "newer" 1999, that might be a plus.
This must be on a lot, place with own service? A lot of people insist on having the pan dropped (for older 9-5) before buying, but I can't imagine any dealer doing that for free.
I have proposed that a much easier check for sludge would be inspecting the oil supply tube to the turbo. Turbo Replacement 101 requires you to replace that tube because of potential plugging. If that tube is "clean as a whistle", perhaps sludging isn't an issue. I've yet to see anyone advance, negate, or even comment on this "sludge check".
