You need to drive for about 30-50 miles at different speeds to pass most of the tests, but for the evap system to be tested, the gas tank has to be between 1/4 and 3/4 full.
I live in Northern, VA (Fairfax County), and my wife drove around for 5 months with expired plates. Whe never mentioned that the renual came in the mail. The police, usually the motorcycle police, tend to look at the inspection sticker rather than the small plate number, when they are stopping people. Of course, if you get stopped for a moving violation, they will catch it right away. On my old 9000, the exhaust system sprang a leak when the emission inspection was due, so I went about a month without current plates.
Also, if you wait too long, like a year, the state makes you re-register and get new license plates. This happened to a retired neighbor of mine.
