The general rules of thumb with tires are that performance tires wear faster than all-seasons due to the softer tread compound/higher coefficient of friction. Performance tires also have stiffer sidewalls to handle the higher coefficient of friction which means harsher ride. If you're not into performance driving than a 16" all season will last longer, ride better, and provide slightly better fuel economy due to harder tread compound, flexible sidewall, and lighter weight. A 17" all season would have to be of lower profile to preserve proper gear ratio which would probably require a slightly stiffer sidewall.
