Maybe you hooked up the hoses wrong to the bypass valve? That might disturb coolant flow?
I'm just trying to help you based on the information you supply so I didn't know the radiator is new.
You have a couple of ways to go, one is to change out parts until the problem is fixed, the other is to measure your way to the problem and replace that faulty part.
So if your coolant temperature is above 207° F and low speed is not kicking in, you have to find the culprit for that which would take you to the cooling fan relays and determine if you have power and ground at proper pins.
It's a very complex setup of 3 relays for the cooling fans so a full understanding of what is suppose to happen at each pin is needed to fault trace if you have a power or ground problem to one or several of the relays.
Best is to get the WIS program so that you can study the electrical wiring diagram and figure out the twist and turns.
