If you tune your own car, you are doing it at your own risk, and it will most likely invalidate your warranty. Of course warranty is no issue now, but it may reduce the lifetime of components depending how you drive it.
If an engineer specifies it that way from the factory, and the mean lifetimes of the cars are inadequate (or other things happen that might cause accidents, like excessive torque steer from too much power put through FWD for example), then the engineer is personally liable. Their livelihood is at stake. It would be unethical for them to design without sufficient margins in place to ensure they meet safety requirements.
Though the Aero was portrayed as high performance (and it is quite high performance), if you look back at SAAB advertising, safety actually probably plays as big or bigger a role in the marketing. They have found their balance of performance and safety in the stock tuning levels, and if you want to re-balance that, you can but it is up to you and done at your own risk. That's ok because you are not selling cars to the masses.
Also note, that high performance cars (like Ferraris and whatnot) have really seriously frequent and expensive maintenance requirements. If you tune, you start going down that road. The typical car owner can barely manage good SAAB maintenance as is (from what I saw in the used market a few years back when they were not all owned by enthusiasts)!
Also, there is no sense adding power if you don't put it to pavement, so better tires (wear faster cost more) are important. Also brakes and suspension eventually become issues. HP is only a small part of the equation.
