No it really doesn't make sense since the filter is integrated into the fuel pump assembly on US cars so you would have to drop the tank and remove the fuel pump anyway and then figure out a way to take things apart and find that fuel filter as a separate spare part.
EPA is so up in arms to curb fuel vapors that to meet the demand for new cars, manufacturers has to make it more or less impossible to service things that can let out fumes, like changing a fuel filter.
But also with the disappearance of steel fuel tanks both in cars and gas stations, the fuel is a lot cleaner and it is less chance of plugging the system.
