Hmmm... well, I never claimed that my technique was intended to provide a water-tight seal. I agree with your assertion that, by design, water can and does easily flow underneath the cowling.
Spray-painting it as you suggested is a nice cosmetic fix -- but does nothing to retain the cowling, which is why I used silicone adhesive. *All* of the fastening plastic clips underneath have sheared off. FWIW, I've used the same technique to fasten both corner light housings to their owning fenders: the plastic tab on the top of each sequentially broke away within a year, leaving the housings to hang from the car by the wiring harness (not a pretty sight). I have not had good luck with refashioning plastic tabs with stuff like Q-Bond.
The first ten years of its life, my '99 was garaged at home and at work. Thereafter, it was left outside where the brutal SoCal sun wrecked havoc on the plastic, rubber, and paint.
