Hello, if your lucky they just forgot to plug the adapter harness into the steering wheel controls. On your car the information for the steering wheel controls goes thru the clockspring then to the sid where it will display the trip computer info in the cluster or on to the radio for its controls. As you stated it could be a defective part or another issue.
Unfortunately dealerships are so production oriented that quality control does suffer. One of the big reasons I moved onto an independent when it was obvious Saab was not going to get resurrected again. Good Luck, Bernie
