I have never had a bypass valve make noise, but you never know. Bearings do go bad in the fan. Does the pitch of the noise change with fan speed? It is possible for the AC compressor to make noise too. What happens if you press the econ button?
As far as the no heat I would first check and make sure all the vacuum lines are attached between the intake and the control valve for the bypass valve and from the control valve to the bypass valve. I am assuming you only had the one hose disconnected that you replaced? The bypass valves do fail internally sometimes and act like they are in bypass mode when they are not. If you go to the passenger floor and remove the cover on the center console that is held in by the 2 push pins you can feel the pipes to the heater core. If they are cold something is up with the bypass valve or its controller. If they are hot you may be in the world of flap issues. Hopefully that is not the case. Good Luck, Berni
