Coupla thoughts on your questions:
(3 - brake dust) Dust is a fact of life with 9-5 brakes and you'll need to include regular cleaning in your schedule unless you switch to an aftermarket brand. Search 'brake dust' on this board and see a myriad of solutions.
(4 - Tech2 programming) You should be able to get Tech2 changes done free as part of the 30-day inspection or when other service is performed - in fact this is stated in the maintenance booklet. My dealer (Patrick - Schaumburg, IL) has never charged me for Tech2 changes when I've brought my car in for other stuff. However, some dealers do charge for Tech2. If yours does, perhaps look for another dealer to service your car.
