In general, traction in snow, or on ice is enhanced by tires that are tall and narrow. That profile enhances tread cleaning and increases the amount of weight per contact area of tire. The same principle is true for gravel (look at the tire/wheel packages on rally cars - at first glance they appear to be "mini-spares"). If the surface contact patch is the same on a 17 and 16 inch tire than the advantage would be minor and related primarily to the additional flex provided by the taller aspect ratio of the 16" tire. However, the 16" tire is more likely a 215/55 or 205/60 in which case they are narrower as well.
