Its usually listed on a gas can that if you don't set it on the ground you risk static (and a spark) that could end up in a nasty fire. This makes sense. While I agree with the article I disagree the issue is more rampant today than days of yesteryear. Most cars today use leather (or something like leather) on the seats -- it may just be experience, but usually friction against the leather won't make static. All the cloth seat cars I have owned were static disasters and I always grounded myself using the key against the metal before closing the door. Luckly now I can afford leather in all my cars.
This is also more of an issue in different parts of the country. If it is humid out the chance of a static shock is slim. Thus if you got back in your car on a rainy day this issue is null and void. In say Denver where the air is really dry static is rampant.
Once agian a warning such as this will now make 20/20 or something and put the fear in everyone....At the end of the day few people will ever die from this...now if we could just get everyone off the cell phone when driving!!!
