phone deal. Ed NC is correct. 1. Fume concentration and temperature must be in a very narrow range, and must be contained. 2. Entire fueling hose assembly up through the nozzle is grounded. 3. Absolutely no outside air movement allowed. 4. Amount of spark produced by the human body moving through the air and then touching the car would be negligeble.
This has all the elements of an Urban Legend. But use just one fact to debunk it. The fuel is stored in metal tanks in the ground. The fuel being pumped creates a path from you car to that ground. If there was that much static in your car, then the spark would be created when you first touch the nozzle to the car. And, there isn't one. True, fuel can fires can be created when a plastic container is placed on a non grounded surface (bed liner of a pickup)and the fuel is pumped in quickly. The static is created by the fuel falling through the air. The spark is then created from the fuel in the bottom of the can to the fuel in the hose or the hose tip itself. You also create the correct flammable atmosphere when you fill the gas can quickly. Alas = a fuel fire.
Consider this. Americans conduct an estimated 190 billion refueling operations a year in non commercial vehicles. How many of these so called "reported" fires have occured. Your odds are better of being struck by lightning while pumping gas than this BS.
