two problems

First, I'm surprised (if I read your post correctly) that the ACC is sending air out the dash registers when it's trying to heat. It should (assuming that you have it in Auto, and it behaves like mine) be using the defroster and floor registers.
Second, well actually, I guess it's still one problem.
I think that it knows it's warmer in the car than what you have the thermostat set for, that's why the dash vent discharge. But for some reason, it's still heating the air. Sounds like the heating coil is stuck open, or however it modulates the heating of the air.
