I've seen this darn heater box from the inside. And due to the overall structure of the air mixing mechanism the flap shouldn't let the shaft turn to more than 90-120 degrees or so, since they are jointed stiffly. So if you can turn it all the way around, i'm afraid the shaft is actually broken. :-(((

The arm itself can be easily found thru the Parts Catalogue at any dealer. You'll definitely recognise it on the dealer's desktop screen. I just don't know the part number.

Two thoughts on the arm's purpose.
1. There is a control rod somwhere around there, that supposedly fell down under the carpeting or smth, and out of view. Maybe that's why you can't feel any difference when turning the ring (shaft).
2. The arm serves a turn-limiting role for the ACC computer to recognize the flap's ultimate (open-closed) positions. Just a wild guess.

The sure way to finally determine the purpose of this arm is to remove the glove box and find out what it looks like on the passengers side. :-)))
20 bucks say that the arm is green too, and the ring (shaft) is blue in color :-))
