Poor form! Especially in England, where I am under the impression that they still care about things like manners and such. (Unlike your typical American slob...**)
They could have used some sort of eco-friendly wheel cleaner (dilute Simple Green?) instead. Or if the brake dust isn't caked on too badly, a sponge with some car wash soap works fine. Or a high-pressure washer.

** I was trying out a friend's new Toyota the other day, and we were stopped at a light on a major thoroughfare (Hempstead Turnpike for you locals). That's when this slob of a woman (riding shotgun in a _freshly washed_ Ford Explorer) tossed out a brown McDonald's bag full of trash right onto the road! My friend, a fearless military-type, jumped out of the Toyota, took the trash, and placed it on top of the Explorer!
Her husband jumped out from behind the wheel to "defend her honor" but he looked and must have felt pretty foolish when we explained to him that they were both slobs and that they were clearly wrong! Plus I bet he realized he had made a mistake when he saw who he was up against, what with my friend's haircut, and the army "dogtags" hanging from my friend's rear-view mirror. (heheh) He wasn't about to beat us up or anything... LOL!
Nonetheless, he removed the trash from the roof of his SUV, and threw it back onto the road... tsk, tsk... friggin' idiots.
