I have a`98 2.3 LPT Auto with 150K km on it.
About a year ago I noticed the oil-at-startup issue, and proceeded with the PCV upgrade that was discussed many times on this board. It solved the problem then, but after a regular oil change at the dealer, I noticed the smoking problem again.
Urgent PCV system check revealed no problems. It continued to smoke almost every day I started the car.
Then I noticed, that the oil level was well over the plastic dipstick tip. It seems that the dealer just poured too much of it during service. This was supposedly causing a significant increase in oil pressure, leading the oil out through different seals of the engine. After draining excess oil out of the system, the problem disappeared instantly!
The funny thing is that during the following oil change service, the dealer overfilled the system again with the same smoke-on-startup results! Now I always draw the mechanic's attention to this matter when bringing the car in for service. No problems since!

Anyway, maybe it is not quite normal for an engine to smoke when overfilled with oil, but I never have any problems providing, the oil level is at spec. My turbo works fine, and I don't add oil between services.

I hope this could be useful to some of out there. :-)
