That is severe driving. The engine is not getting warmed up or not for enough time to do any good. You need some highway driving to clear the crankcase of moisture and fuel.... yes fuel.
The plugs get deposits from that kind of driving and you need some heat and time for them to burn off clean.
You are going to get more combustion chamber deposits as well. I suggest that you use Techon Concentrate 3 or 4 times per year. You don't know the engines history, so use a 20 ounce bottle of Techron Concentrate now. And I suggest that you use Mobil 1 0W40 as well. This will resist deposits.
The exhaust will always condense moisture when cold, but you probably don't get it hot enough to clear it out. So the exhaust system will probably suffer.
Much of your fuel consumption is going into heating a cold engine. Short trips means that that proportion of energy loss is greater.
This will get worse in the winter. Soft tires eat gas. Check the pressure and you need to add air as the season gets cold.
When you get on the open road. When at speed and the engine is well heated up, clear the SID and check the MPGs at a steady speed. You should be able to get 30mpg or a bit higher.
