Even though Saab's full syn 0W-30 is made by Mobil, it has a much more robust additive package than the Mobil 1 0W-30. Essentially, Saab's oil is a 0W-30 PAO diesel engine oil. The M1 0W-40 is in-between Saab's 0W-30 & M1's 0W-30 for additives, but the oil itself is more protective so your engine still wins over either 0W-30.
You could also use Mobil's Delvac 1 5W-40 full syn diesel oil, & get about the same additive package as the Saab oil & have a more protective oil film like the M1 0W-40. The new GM-LL warranty spec is designed so that owners use only a PAO full syn oil for the extended drain intervals specified by the on-board Oil Life Monitor. Unfortunately, a big part of GM's spec is fuel economy, so the slightly heavier D1 doesn't get the new GM-LL spec, while the little bit lighter M1 0W-40 does.
Then there's the other option: M1 15W-50. It's got an excellent additive pkg (nearly as good as D1), & provides the best hydrodynamic (oil film) protection. IMO, the only reason NOT to use this last choice is if the weather in your area drops below freezing. If I could get all of these oils easily, my first choice for a Saab turbo would be the M1 15W-50. Below freezing, I'd definitely use the D1 before the M1 or OE oils.
Should the M1 or OE 0W-30 be OK for 7k mi? Yes. Would I use it for that long in my Saab turbo? Not with the other options available for the same price ...
