Thank you all for your inputs. The problem was indeed the Y check valve. I was fooled at first when I pulled out the valve and found it to be in good working order. Upon further inspection, I found that there was a second valve (between the driver side and center windshield washer sprayer and hidden in the hood panel)
I also applied the valve repair tip from Dean's message that I found on a search in this message board and it worked!! The fix was quick and easy (15 minutes)
I'm surprise to see how flimsy the diaphram is in the check valve. It had ruptured and was blocking the flow of fluids to the sprayer. The diaphram was gooey. You'd think Saab could have designed it better.
You definitely need a removal tool to take out the clips for the hood cover. Even with the tool, it was no easy task to remove the clips. Putting in the clips were not easy either. They're not in as tight as they were before. Does anyone know if there is a tool for this? There is a hole in the center of the clip and I wonder if a tool might not help the insertion. But it was worth the trouble since I didn't have to take time to go to the dealer for the repair. All in all it was an easy repair.
