When Saab brought out the 99 in the very late 60's, the key on the floor was an innovation at the time. Saab was claiming that, in addition to being an anti-theft measure, it forced the driver to park with the car in gear. This lessened the need for using the parking brake which could freeze in winter if moisture got in/on the mechanism.
