Both my 99 (smaller NG-style upper pulley) and 00 Aero (larger new-style upper) failed right on time -- first cold snap after 60K. And I was meaning to do both later that week!
I caught the Aero's pulley in time, but the 99 threw its belt, and it got wrapped around everything. I had to go as far as to remove the crank pulley to clean the bits of belt off, and nearly had to take off the water pump to unwrap a shard. So, it's not just the stranding issue Dean pointed out, it's a matter of a potentially annoying DIY.
When I went to the dealer for the small one (didn't know early 99 had the NG pulley until I got there), they confessed they'd sold out their entire stock of 40-something pulleys that week. I ended up raiding the poor semi-retired NG900 for the spare.
It can be swapped without removing anything else, if you're in trouble on the road, or if you get the part and want that cheap insurance. Also, in a major pinch, it looks like the widely-available Gates/NAPA 38008 idler (GM stock part) will work for the later, larger upper idler.
