I've noticed that the biggest factor in any MPG test is the WIND speed and direction.
After all, if you have a 10 MPH wind in your face, it's like trying to do 80 when your doing 70.
At lower speeds, wind is less of a factor due to physics of aerodynamics.
Years ago, R&T tested a corvette for MPG-vs-speed, and concluded that it got the best MPG at 46 mph.
When you start talking 80MPH, it starts to be almost all aero drag that determins your MPG.
Put some roof rack stuff up there (Yakima shell), and you will drop 5 mpg at 70. But at 40, you wont see much diff at all.
