Headlight reprogramming: What happened? (LONG, sorry)

2003 linear wagon
I want: ability to have parking lights only, with the option to turn fogs on with the parking lights.
I ask: dealer mechanic to reprogram my lights, I think it's called "Euro mode," with Tech II, explaining to him what I wanted to happen. He said he did the reprogramming (at no charge, at my 10K service). I felt so smart, having read about this on saabnet.
What happened: I got the car back. Noted that he pulled fuse 35. (that's OK, I am in U.S. not Canada)
Switch at 10 o'clock: lights are all off. Fogs do not come on.
Switch at 12 o'clock, CAR ON: all lights on. Fogs do not come on.
Switch at 12 o'clock, CAR OFF - KEY OUT: parking lights on, dim headlight bulbs on (the lower bulb is lit).
Switch at 2 o'clock: all lights on including regular headlights. Fogs can be switched on.
I replaced fuse 35 and all lights are on all the time if the car is on.
So, this is not what I wanted. And I feel like I did not communicate properly with the mechanic. Could "Euro mode" mean something different to him? Maybe I shouldn't have said those words. He obviously did something besides pull the fuse, as the lights ARE acting differently. Before the reprogramming, when I pulled fuse 35, I never had parking lights only, even with the car off.
Currently, the car is close to what I want; I want the lights to do what they are doing with the key out in the 12 o'clock position, but I want that to happen with the key in/engine on (and I want the fogs to come on when I switch them on).
Wow, for such a seemingly simple situation, the description sure is tedious. Sorry.
Can someone tell me what went wrong? Thanks in advance.
