1) the Tech II readout is a little cryptic ... says "Euro Mode I" and "Euro Mode II", I think. There are options to have fogs with high beams in some countries.
2) the technician doing the programming was unaware of what you really wanted.
I have testament in my garage that what you want is possible. Myself, I like that it gives the option of running with parking lights only, useful for creeping around in amusement park and outdoor concert exit crowds w/o blinding myself from the reflection of the Xenons on the shiny bumpers of the SUVs that litter the roadways.
