There are several different tech II options, which makes it confusing. Both the headlights and fog lights have options on how they work. It is possible that the dealer didn't set it correctly or only changed the headlight setting.
I think mine are set as follows:
Headlight opt 2
Fog Light opt 2

My car does what you want, but when I checked my notes, I wasn't clear if I changed FROM option 2 or TO option 2. I KNOW it is spelled out somewhere if you do some searching! When I got mine programmed, I hung out with the tech to make sure we were on the same page w/the car running and not running, etc.
I think this is often not a favorite for the dealers, b/c you will see just how easy and quick the programming really is.
If someone doesn't come along w/the definitive answer or you can't find it with some searching,I'll check my car file. I know I have it somewhere. I reprogrammed mine in june or sept '02, so the postings I used to figure it out were before that!
