You can lightly wash the weathered plastic/rubber with a cloth corner dipped in acetone & wrung out. Carefully, because you definitely don't want to get it on any paint. (masking tape helps).
The acetone is aggressive enough to remove the old, oxidized stuff. Then follow up with something like Back to Black. It'll look like new, honest.
Another touchup idea I used on a lightly abraded spot on my rear bumper - I used a thin wash of acetone to clean it out and give it a fresh surface for the paint, then used that new Krylon "Fusion" plastic paint sprayed onto a rag and wiped in. The milky abrasion totally disappeared :-)
