In a FI car there is a measurement device (different kinds depending on manufacturer) on the engine side of the air filter that measures the amount of air (and other factors (temp, humidity, etc)) going into the engine. The computer then looks up the appropriate amount of fuel that should be added to create the optimal amount of power/efficiency. Changing the air filter only increases the rate of air flow at each throttle position which then just moves where on the map the lookup is made. No change in efficiency because changing the air filter doesn't change the mapping. The air filter doesn't have any physical drag on the engine (like pulleys or other things do) so you aren't gaining anything by just making it more efficient.
