What about the additional work the turbo has to do to "suck" air from the higher restriction air filter outlet. With a lower turbo compressor inlet pressure, more work is required to compress it to combustion chamber inlet pressures. This work (which affects engine efficiency) must come from the exhaust gases passing through the turbo. This energy extraction from exhaust gases causes a higher back-pressure at the combustion chamber outlet, thus lowering the engine efficiency. To your point, fuel mapping allows combustion efficiency to remain fairly constant, but less of the energy produced in this combustion process goes to moving the sled down the road. Anyway, this kinda makes sense to me.

The way to test is to measure fuel consumption under standardized load conditions both before and after air inlet flow (upstream the turbo compressor inlet) is restricted. However, becuase my dog ate my dynomometer, the next best way is to measure fuel consumption under consistent every-day driving conditions (such as my day-to-day commute). In doing so, I note about a 1 mpg increase in average consumption over about the last 1500 miles. This began immediately after installing a J/R filter, and before the local gasoline supplies converted to summer-grade gasoline (which can contain slightly higher BTUs due to using denser blend components to keep vapor pressure low).

Then again, perhaps its sun spots reflecting off a weather balloon and diffused by local swamp gas...;)
