If the OEM air filter is truly a limiting factor in the performance of the car (a big maybe) a higher flow air filter will raise the maximum amount of air allowed into the engine (wide open throttle). This will increase the maximum power being created by allowing a higher lookup on the air/fuel tables than the OEM air filter.
If the high flow filter increases the amount of air flowing through at every throttle position the engine can feel more responsive because more power will be generated at each throttle position (more air coming through and thus more fuel added compared to the OEM filter). Basically you have to press the gas pedal less to get more power.
Most performance air filters aren't going to give you more than a handful of HP and thus are really not noticeable in blind tests. But the psychological benefits in non-blind tests are wide ranging...
