dealer says better not to rotate tires - comments?

Sent car in for 48000km service. Asked dealer to rotate off winter and rotate on summer. Dealer did not rotate tires front tires to back and vice versa despite clear markings as to where each tire was from last fall. Called dealer today and asked why tires not rotated. He told me that it is controversial and it is better not to rotate tires. This way you can just change front two tires instead of all four when they wear out and also due to the fact that the tires conform differently (rear and front) you get more wobbling issues etc. Read on the board also that BMW does not rotate as part of maintenace package. Is that to save money or does BMW truly not recommend rotation?
Not sure if dealer has credibility or he's just stringing me along because he does not want to bother changing them again (even though I paid for it as part of the servicing)
