The BMW is a rear wheel drive car with 50/50 weight distribution. Without rotating, the tires wear out nearly at the same rate, front and rear.
BMW is also concerned about "characteristic wear patterns". In the rear of a BMW, the center of the tread tends to wear out quickest, while in the front, the shoulders do. I believe their thinking is this: if you put a tire with "rear wear pattern" on the front (and vice-versa), you have less than optimal grip and traction.
So BMW recommends that you rotate at a very short interval (every 3,000 miles) or *not at all*. Most people choose the "not at all" route.
On the other hand, the SAAB is a front wheel drive car, with 60/40 weight distribution. The front tires do much more work (acceleration, steering, the majority of the braking) and therefore they wear out much more quickly than the rears. You'll realize much longer tire life on the SAAB if you rotate the tires.
FWIW, I rotate my 9-5's tires approximately every 5,000 miles, and my dealer rotates its customers' tires at every oil change (they recommend 5K oil change intervals for pre-'04 9-5s)
