The stiffness of a bar in either torsion (the sideways part of the bar that is twisted) or in bending (the part of the bar that connects the twisty part to the wheels) is proportional to the diameter to the fourth power. So assuming the same material and geometry, the rear bar going from 16 to 17 mm gets you an increase in stiffness of 27.44 percent. For the front bar going from 19 to 21 mm you get a 49.23 percent increase in stiffness.
